Gotta go with Wes Unseld. Michael is the best player to wear a Wizards/Bullets uniform, but it was when he was well past is prime and only for a couple of years.
Gilbert Arenas, when all is said and done, could wind up being the guy though.

I can't believe someone would actually suggest Jordan, by the time he got to the Wizards he did more harm than good for that team. If we're talking to the Bullets than it's definitely Unseld, followed by Hayes and Monroe. But of course just to argue semantics here, it does say Wizards, so a tip of the hat would have to go to Arenas.

jordan was the best player to wear the uniform, maybe didn't perform the best, but alot of the problem with his tenure their was the supporting cast
