An interesting idea but with a simple answer. Pretty much, the top teams in the league would be the top teams for a very, very long time.

1. lebron wouldve stayed
2. they woulnt have the same problems they have now
3. they have a sense of future and didnt need to re-sign allen
4. they would still suck
5. manu injured? no problemo
6. no roy? ok.
9. no need to free cap space for both deron and dwight
10. making the cp3 deal to LAC qould still make them a decent team with gordon-holiday

I actually heard elsewhere that someone thought they should create a committee and put every team in the league in the lottery and have the teams ranked 1-30 (with fixed odds) based on factors like how they currently are, strengths of the draft (for instance, a team with a big hole at small forward, in a draft heavy with small forwards would be ranked higher), team future (age and contracts), and other things. For instance, a team that was good, not great, but with a large hole at a position that the draft is heavy in and with a bad contract would be put ahead of a late lottery team with good young talent, no terrible contracts, and no big holes.

I think the intentions are good with that, but the idea is not. First off, it leaves way too much open to speculation. What if that strong position in the draft is full of guys who just can't cut it at the NBA level? Second, it protects owners and GMs way too much from their own carelessness. If anything owners and GMs should be held more accountable for their decisions. Another thing is that I think that it still adds elements to keep the strong teams strong and the weak teams weak, at the same time removing influence of the owners and GMs outside of them picking a bust. It encourages teams to pick up guys who are still very good players, but past their primes without having to worry about the future of the team with those players. Also, in an almost opposite direction, it would encourage teams to sign old, but still somewhat effective players to short contracts in order to drive up their draft value.

Again, I don't think the intentions were bad there, but the idea was just plain silly.
