It isn't official they are moving at all, but the ownership wants to move them to OKC.  They can't move them there this year because the city is already committed to the Hornets.  Therefore, 2007 would be the earliest a move would happen.  

Right now, Clay Bennett (who heads the new Sonics ownership group) is saying that they will spend the next 12 months trying to make the Sonics viable in Seattle.  Basically, he saying the city has to commit to a new stadium or go without NBA basketball.  It also could be posturing...the odds of the city ponying up any cash for a stadium is low, but with the team stuck for at least a year, feigning a "good faith" effort would at least lessen the first year financial blow.

Ninth, twenty-third, what's the difference?  I think you might have gotten confused in whatever you read.  Oklahoma City ranked ninth in attendance if you only count the Hornets games played in the Ford Center (Baton Rouge, New Orleans, and a game hastily moved to Norman, OK brought the teams total average to 11th.)
