It really depends if he can get minutes, they team has a good front court. Duncan,mcdyess,bonner and splitter are all in the rotation

No.

Blair's game still needs more improvement to be considered a star.  He's still a poor free throw shooter, help and post-defender, an average passer at best, and an average finisher.  Yes he will be a more complete offensive player with a mid-range game, but ultimately he has to improve in other areas as well to be a star.

But now as I look at your original question, would he have star POTENTIAL?  I guess the answer is yes, but I don't ever see him being a star.
