Jerry Jones is only slightly better than Al Davis as far as owners go.  That's not saying much.

exactly, while he isn't on the level of the Rooney family, Bob Kraft, or Jim Irsay (those three are the three best and its telling that those three teams have been the dominant teams of the past decade), but he is still one of the top owners in the league.  He's put his team in every position to succeed, its completely on the coach and the players for not performing.

As for the firing, this should have happened after Week 17 of the 2008 season.

From a meddling standpoint?  No, not really.  The only difference is that Jones spends money on more than just players.

But since he hired Bill Parcells, he's actually given a lot of personnel power to his coaches and when he has made mistakes, he admits it (i.e. the Terrell Owens signing).  He's put that team in every position to succeed and they just haven't.

Jerry Jones is similar to George Steinbrenner meddling owners whose teams have more success the less meddling they do. The Cowboys dynasty of the 90s was built by the shrewd moves of Jimmy Johnson in the draft bringing in an absurd amount of talent. There fall off happens when Jerry Jones took a bigger role in management and failed to bring in talent to replace the core of that Super Bowl team. The recent increase in talent in recent seasons was based on the draft picks Parcells made when given control.
