The instigator rule needs to be removed to scrubs like Cooke don't go around trying to slewfoot/cheapshot people.

I can't say I'm surprised about this. The fact that Matt Cooke is still employed by the NHL is a disgrace, although the problems with head hits and cheap shots runs deeper than just him.

The repercussion isn't severe enough to prevent it IMO. Then there's also the consistency thing with Campbell laying out the punishments. Malkin got 0 games for ending Mitchell's season.
