I copied several lines from the new CBA. Please read them.

Further, any team that uses its Non-Taxpayer Mid-Level exception cannot go above the apron for the remainder of that season. In other words, once a team uses its Non-Taxpayer Mid-Level exception, the apron effectively becomes a hard cap for the remainder of that season.

A team that uses its Bi-Annual exception cannot go above the apron for the remainder of that season. In other words, once a team uses its Bi-Annual exception, the apron effectively becomes a hard cap for the remainder of that season.

Starting in 2013-14 if a team acquires a player in a sign-and-trade, the apron ($4 million above the tax line) effectively becomes a hard cap for the remainder of that season.

If the apron becomes a team's hard cap, it cannot exceed the apron under any circumstance. If the team subsequently needs to sign a player (for example, to replace injured players) it must first create room under the apron by waiving player(s) with non-guaranteed salary, waiving player(s) with guaranteed salary and utilizing the stretch provision, trading downward in salary, etc.

As you can see the apron will sort of become a hard salary cap. This will start hurting teams in a year or two. The Bulls and Dallas are trying to get ahead of this. In a couple years we will have more flexibility than most, giving us an advantage, but the next year or two will suck!!!

at this time we need to be patient...a lot has changed and a few teams are going all out now and we'll collect what we want if everything is done right in the next 2 years

Here is how I see things:

Rose / Teague
? / ?
Loul / ?
Mirotic / Taj
Noah / Asik

Moving forward these players I see a possiblity of remaining. There has been some talk of Bulls seeing who is better in a few years Noah or Asik. And Deng has two years remaining so they can get him for much less in future. Thou, They could pull a Hinrich move and send him packing, Just to resign him later when he's a free agent. Thier Big on Nikola Miroric and they should be, But he may stay in Spain until 2015 or even 2016. Youth is to the Bulls favor, Miami will get older each year and the CBA will slowing snuff out the Heat, with three of thier players demanding 75% on the cap space. Thou the Bulls have been cautious, I still know if Howard can be had, They will jump. And if he decides to change his mind and says he would resign, The Bulls will be all in. It's always the case that you get your best players thru the draft , Free Agency and sometimes a trade. Rarely do elite players get traded, Unless they are asking for the move. Elite players sometimes become free agents, When thier team doesn't build right (Reference Lebron James) but for a team that builds right, The best chance to get elite players is thru the draft. The new CBA will alter the normal ways, And teams will have no choice but to watch stars walk. The Bulls are positioning thierselves for just that. Stars win titles. Young stars can become a dynasty.

depends if he is cheap and not declining terribly why not hold onto him especially if you get a dynamic 2 guard to pair with Rose and Mirotic or Taj come thru...good starting 5 then get some vets and youngs to fill out your bench
