Penny made the first-team All-NBA in 1995 and 1996 over Payton, and Penny's 1996 season is probably the best that either one of them had.
Penny was decidedly better at age 23 and 24 than Payton was at the same age, then he got hurt at 26 and was never really the same again, so he never even really had a "prime" to begin with.
I think I'll take Penny here.
