That means that you can trade your expensive players to 2/3 of the teams in the league to reduce your cap.  

If you didn't want the expensive players, you could've gotten a less talented team.

And about 60-70 percent of those posts are not trades.

If you look at people's rosters, you could never guess the original team because people made so many trades.
